Providing Direct Fleet Support to Our Surface Fleet
Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) maintains technical expertise at locations across the United States: Engineering and Logistics at Port Hueneme, California; Search Radar Engineering at Virginia Beach, Virginia; and Live Fire Testing at White Sands, New Mexico. Port Hueneme Division is recognized as the Navy’s Center of Excellence for In-Service Engineering,
Test and Evaluation, and Integrated Logistics Support for surface warfare combat and weapon systems. Since its inception in 1963, Port Hueneme Division, has been supporting the combat and weapon systems of the Fleet by providing highly skilled personnel and state-of-the-art facilities to lead the development and support of Navy surface ship warfare systems throughout their life cycles.
Port Hueneme Division is focusing its technical capabilities on Next Generation In-Service Engineering, which involves direct connectivity to the Fleet on a global basis and the immediate availability of round-the-clock access to products, services, and Fleet support capabilities. Next Generation In-Service Engineering will support predictive system failure, remote diagnostics, and corrective action via real-time, networked communications.
Capabilities
“Cradle to Grave” lifecycle engineering and sustainment planning to ensure that combat, weapon, radars, air and surface surveillance systems work effectively together to accomplish ship, Strike Group, and Theater Warfare assigned missions throughout their life. Naval Enterprise area assignments include: Surface, Aviation, Expeditionary Combat, NETWAR/FORCEnet, and Undersea for over 50 major acquisition programs.
Overland live fire testing of Naval weapons in support of weapons systems acquisition (missiles and laser systems), assembly of weapons for overland and at sea live fire testing, launch of research rockets, and assembly/launch of low and medium fidelity theater ballistic targets.
Test and Evaluation Aboard the Self Defense Test Ship
The U. S. Navy dedicated the decommissioned Spruance Class destroyer ex-PAUL F. FOSTER (EDD 964), Test Ship, primarily for at sea demonstration of short range weapon systems and other surface combat and weapon system projects. In addition to Combat & Weapons system Test & Evaluation, the Test Ship supports multiple types and all levels of engineering, testing and evaluation aspects of Naval systems including:
Floating laboratory for design investigation, training, and logistics product proofing
Distance support development
Advanced technology demos
Target Evaluation
Hull, Mechanical, and electrical initiatives
In-Service Engineering agent (ISEA) investigations
The Test Ship provides the Navy with an at-sea weapons test and evaluation platform that can be manned when appropriate and, by design, has the unique capability of being operated in remote control to support live-fire test operations to fully evaluate the complete detect-control-engage sequence.
Test Ship operations are conducted from facilities at the Naval Surface Warfare Center, Port Hueneme (NSWC PHD) and Naval Air Warfare Center Weapons Division at Point Mugu within the Sea Test Range. The Test Ship implements radio frequency connectivity coupled with fiber optic technology to provide remote controlled combat system and ship navigation capabilities to support a variety of unmanned test events. This capability allows for the conduct of very close in engagements by self defense weapons systems of real-world targets. Targets can fly attack profiles in a realistic at sea environment without risk to personnel. The combat/weapon system and navigation control is performed from the Surface Warfare Engineering Facility (SWEF) at NSWC PHD.
